Federal Grants for Pregnant Women for School-Free Government Grants
The federal government provides grant funding to state and local governmental units to assist pregnant women with housing, free prenatal and post-natal care, free nutrition and child care vouchers. Grant funding programs usually address low-income expectant mothers that are pregnant in cities and rural areas in the United States.
Creation of Federal Grants for Pregnant Women
The Great Society Legislation by the Johnson Administration outlined payments to citizens who were not eligible to work or had a disability. Pregnant women were included in this category. Through the passage of this legislation, pregnant women would receive assistance from the federal government through community development block grants paid to state/local human service organizations.
Controversy
Federal grant funding to programs involving pregnant women has an outstanding success rate but various initiatives have been scrutinized by citizens and politicians who argue that federal funds or "grants" given to institutions which oversee social programs creates a state of dependency on federal grant funding, thereby wasting taxpayer revenues.
The fear is that after pregnancy, the mother will become dependent on the state to supply for her child's needs. Federal grant program changes were made by President Bill Clinton in 1996 through the creation of the Temporary Assistance for Needy Families (TANF) program, which allows financial assistance for pregnant women on a limited basis.
Speculation on Federal Grant Money Cuts
During the Bush Administration, there were discussions in Congress on cutting back the amount of money the federal government provides programs through grant funds for pregnant women. The Obama Administration, through the American Reinvestment and Recovery Act, has allocated 100 million dollars in grant funding to state and local agencies in the development and continuation of programs that address women, with 8.5 million granted to WIC programs across the country.
Programs Funded With Federal Grant Money
The four programs that grant benefits to pregnant women are the Special Supplemental Nutrition Program for Women, Infants and Children (WIC), Children's Health Insurance Program (CHIP), Rural Health Care Services Outreach Program and the Fair Housing Initiatives Program.
The WIC program provides free food to pregnant and single mothers through an allocated voucher program that provides a monthly allowance based on size of household and income. The Children's Health Insurance Program addresses pregnant women who cannot afford insurance for their children. Insurance is provided through a mixture of state and federal grant resources. Rural Health Care Services, through federal grant funding for pregnant women, addresses health care in rural areas and is targeted especially for pregnant women who need prenatal care. The Fair Housing Initiative Program uses grant funding to assist pregnant women to find a viable home or apartment.
Misconceptions
Federal grant funds for pregnant women are not given directly to the individual. The funds are allocated at the federal level and provided to state and local government as community development block grants. This means that funds are "granted" to these organizations to implement and sustain services for pregnant women. This channel of federal grant funding for pregnant women is available in every state.
